Short promo video is at the top for this episode. Not as many action scenes for this episode compared to the previous show which is a positive in my book, it also looks we'll be slowly learning a bit about all of the major characters which happened with one in this show.

The top three are the the team of Lupinrangers, the bottom guy Kogure sets them up for their assignments to obtain pieces of the Lupin collection. He was an infamous French thief from over a century ago whose collection of pieces was stolen by the space alien group of monsters called Ganglers. Also after the collection are the Global Police who can transform themselves into the superhero trio of Patrangers, here are the three along with their commander who we rarely see.

At the conclusion of the second episode the Patrangers trio had stopped into the small French bistro run by the Lupinrangers. Their first thought was 'have our identities been discovered?' which wasn't the case, way too early in the show for that to happen. The Patrangers had stopped at the bistro innocently enough just to have a meal but before they could order they were sent out on an emergency mission.
That was to grab the next Gangler who wants to conquer the world. The leader of the group wishes to retire after being the Gangler head for 999 years, the monster that can rule the world will be able to take over his position. That leader's name is Dogranio, him and his two assistants are also some characters that aren't see too often.
Arriving on the scene shortly after the Patrangers was the Lupinrangers threesome. Both are after the stolen Lupin collection but are fighting on opposite sides. We learned in the second show the reasons for the formation of the Lupinrangers as a year ago the Ganglers had frozen many citizens of Tokyo and all of them had died when the ice burst. All three Lupinrangers who are Kairi, Touma and Umika had lost a loved one from the dastardly deed.

If the Lupinrangers can obtain the Lupin collection they will be able to bring back their lost loved ones. There's still a living descendant of Lupin, with the collection he'll have immense powers and will be able to revive the dead(!). That's the common bond for that team, for the Patrangers it's still unknown what brought them together to re-steal the collection.
Up next for Gangler monsters is Nahmero Baccho, it appears the teams for a long time will be fighting a different creature until they eventually face off against the leader Dogranio. This episode's monster Nahmero is an art forger and is able to sculpt buildings and objects, that above pic which shows a statue was once a skyscraper.
Naturally when the teams are transformed it's action time and while there was quite a bit of it there was a drop off from the last show. Besides having the ability to sculpt Nahmero also can create a odd green gel which is a sticky substance, if you get doused with it you're not able to move a muscle. That's what happened to Sakuya of the Patrangers which left them shorthanded as instead of fighting Nahmero the teams ended up fighting each other which let the monster escape, this scene really only lasted a minute or so.

There was quickly a second face off against Nahmero and this battle was set up by the Lupinranger Kairi. He had called the Global Police with a bogus sighting of Nahmero in the hope they would lead them to him which happened. Kairi had thought of using the Patrangers to his team's advantage. What they can do is follow the Patrangers when they are notified about a Gangler sighting and that new strategy worked out perfectly as the Lupinrangers discovered the location of Nahmero.
This time the entire team of Patrangers was immobilized by Nahmero's green gel, they seem like a competent team but so far they've been defeated every time by the Lupinrangers. Perhaps defeated isn't the right word but for every episode it's been the Lupinrangers who have been able to retrieve a piece of the Lupin collection from a Gangler. But in the past two episodes the Patrangers were the team that bested a Gangler in a brutal fight, all the Lupinrangers care about are getting the collection pieces back while the Patrangers also have to destroy a monster.

Getting close to the end of the recap. In the second episode we were introduced to a living treasure from the Lupin collection named Good Striker. He had been allied with the Patrangers but it calls itself a free agent and can help out whatever team may be fighting the Ganglers. He had moved over to the team of Lupinrangers but in this show he reverted back to his old team. Without his help the Patrangers wouldn't have been able to defeat Nahmero who had died but was revived into a monster a couple of hundred feet tall.
When Good Striker learned that the agent for the Lupinrangers was Kogure he panicked and and left the team. It's only been three episodes so there is much to learn about everyone and what the Lupin collection objects really mean. One person we did find out some details about was Touma who is the oldest Lupinranger. He's not the official leader but seems the other two on the team look up to him  and especially Umika.
Touma is a bit rash and though Kairi is the youngest member he seems to be the most rational member and has to subdue Touma a few times from acting impulsively. We did find out who the loved one lost of Touma's was, it was a woman who was named Aya. The day before she died Touma had proposed to her, she accepted but with her death by a Gangler his world was turned upside down. Sure we'll be learning soon what close person in the lives of Kairi and Umika were lost in the Ice attack a year prior plus why are the Patrangers looking for the Lupin collection.

I'm getting fairly good at stretching these recaps out as an episode is only around 22 minutes long. So far, so good for the series and though every Sentai show I've seen hasn't been a huge winner have never viewed a bad one. Few more screenshots here with most of them being from the action scenes and will be back at this time next week with the episode four recap.
